Error in gnome-libs on 'make install'

I keep getting this error when trying to install gnome-libs. I think
it's related to the recent changes in the devel-docs directory. I don't
have db2html installed. (BTW, is db2html wrapped up in any Debian
packages?)

It installs fine if I remove the gnome-dev-info target from the SUBDIRS line
in devel-docs/Makefile, but I'd rather not have to do that each time. (c:
