switching to gnome-ppp

Howdy all-

I decided to switch over to gnome-ppp but the serial port ttyS1 gets its
permissions changed each time I reboot. I want to run gnome-ppp as a regular
user.  Is there a faq on this somewhere which will tell me what I need to
set and where to not have the login change the permissions on that
particular tty device?
