GNOME Customization Question from Novice User

Hi,

I am new to the GNOME environment. From what I've seen so far
GNOME is very well implemented.

I would like to customize the default GNOME desktop before any
users login. More explicitly I want to customize the default
configuration files etc. for GNOME so that users get a site
specific default setup. Users can then customize their environment
to suit their needs, based on the site default setup. The environment
is RedHat 6.0 with GNOME.

Can someone please point me in the right direction. Any help is
appreciated. Thank you in advance.
