Panel Global Settings

	Where can I tweak what new users do/don't get in their new panel?  Say
I don't want new users to have the gnome pager in their initial login,
or I want to change what launchers come up.

	Also I have seen screenshots with tiny panels (like half the normal
height when place horizontally on the lower left corner.  Oh.. and they
do include like a main menu and launchers)  How do they do it?
