Applet_Config created from where?

I need to change the default panel so when a new user is added they get
a different default Applet_Config file than what is default from the RH
rpm.  This file sits here:
/home/user/.gnome/panel.d/default/Applet_Config

But where do I change the defaults so this file gets created
differently?
