This happens when using icewm, so it has to be possible ;)

Raster's already said that he doesnt want e to depend on gtk, which I
totally agree with. Maybe it could be solved by having the menu code
in a small menu library.... and ship the gtk-based one with gnome. hmm
this sounds like unneccessary work, especially since the e menues looks
so nice :) Especially the ones in brushed metal!
