Mouse pointers are set by the Xserver, and are limited to single colour with
mask. Nothing to see here, please move along =OZ. Enlightenment does some
nifty stuff within these limits though.

Again, this is an Xserver thing. The latest builds of XFree86 have mouse wheel
support, I think for both IntelliMouse and Logitech, but I have neither, so
can't say more than that. You can then configure the X events generated by the
wheel to have whatever effects in the Window Manager and/or Applications.
