I think you need a number of Red Hat patches to get this working.

Owen talked about this on the gnome-hackers list yesterday.

This is a feature that will be used in conjunction with the upcoming
gnome-libs-1.0.11 (improved scrolling with pixmaps, smoother image
handling, smoother selection).
