[Q] banner message on login screen

Is there some way to display a banner message (warning notice) on the
login screen?  I've thought of co-opting the Welcome option
in gdm.conf or the LogoImage option (after making a png of the
message) but neither seems appropriate, though I can probably get
the latter to work, but not the former.

Suggestions welcome!
