Kevin,

the IETF are working on a standard for networked storage of user
preferences such as bookmarks.  It's ACAP:

You won't get the server side running in "a few hours" though.  The
reference implementation uses Kerberos, Berkeley DB and all sorts of
stuff.

But it may be useful to understand the ACAP team's design intent.
