problems resizing windows

If I start a program or if I maximize the applications window, the
gnome-panel(s) are ignored so that the windows are bigger than they
should be. To resize them, I always have to remove the panel. 

Is that a general problem of my windowmanager (enlightenment)? Or is
that a gnome-bug? Any ideas?
