Two configuration bugs: imlib 1.9.1, gnome-libs-0.99.4

Hi,

I have found two configuration bugs in the latest source tarballs from
jimpick.

1) Imlib 1.9.1 tries to link with libpng and use png.h even if png is
not present and configure says nottob uild with png.  IOW, configure is
correctly detecting the absence of libpng, but not doing the right
thing.

2) gnome-libs 0.99.4 requires gtk+/glib 1.1.13, but it will successfully
configure with gtk+ 1.1.12.  After configuring with 1.1.12, the build
will fail with unresolved symbols along the lines of
gtk_toggle_button_something.
