Short panel

I've noticed on a number of screenshots that some people have small panels
(see the top left of this screenshot)

I've played with the config options, looked through the faq and sifted
through the last couple of months worth of gnome list archives (albeit not
very thouroughly) but I still can't work out how to do this.

Any ideas?
