Using gtk_toolbar_insert_widget on an already created toolbar should give
the desired effect. Of course, you can put two dock items in one band
(see gnome-libs/libgnomeui/dock_demo), but the standard
gnome_app_create_toolbar function creates an `exclusive' dock item that
fills a whole band.
