It sounds like you could use the tools rpm2html and rpmfind. Check out
http://rufus.w3.org/linux/rpm2html/

I couldn't find any up-to-date rpm's of guile either, but you can get the
source tarball at ftp://prep.ai.mit.edu/gnu/guile/
