ORBit again

Hello!

  I  also cannot  compile  ORBit (FOR_PANEL)  from  CVS.  I removed  the
source, and did a checkout, but the effect is the same:

Now type 'maké to compile ORBit.
cd . && automake --gnu Makefile
Makefile.am:3: required directory ./popt does not exist
make: *** [Makefile.in] Error 1
