Copying desktop, themes etc.. from 1 user to another

How can I copy all the settings for Gnome (desktop, themes, panel
configurations, ...) from 1 user to another?
I've already copied over the directory structures. But it seems I need to do
something in metadata.db but I have no idea what and/or which tool to use.
