Global changes to all user's panels - how ?

A quick question please:

Assume I am installing whizzy package foobar.  How may I add a launcher
to _all_ of the user's panels on my system ?

I know it's possible to do this for menu definitions, but it'd be nice
to do it for panel defs also.

(btw .. is there a search function for the mail archives on gnome.org ?
There doesn't appear to be, and manually searching each month's messages
for some tidbit like this is tedious at best.)
