panel: how to restart?

If panel crashes out, how do I restart it properly?

When panel crashes, if I restart it with `panel &`, I get a dialog
asking if I want to start another panel, because there's already one
running. Unfortunately there *isn't* a panel process in the ps list :-(

This may be a FAQ, because I get this behaviour on Linux and Solaris.
But I've searched and found nothing.

Any advice welcome. At the moment, I have to quit and restart Gnome,
which resets the panel settings, and is not good...
