autoconf scripts

Can someone please tell me the role the macros directory is supposed to
play? I've been looking at
Emacs' configure script, and you do something like:
./configure --with-x-toolkit=gnome (I'm dreaming...)
but the scripts in gnome do:
--with-gnome
Should I just make --with-x-toolkit=gnome just do --with-gnome?
