I18N and autocof: Problem solved

I figured it out.

I was missing a acinclude.m4

This file is not mentioned in the gettext docs AFAIKS.
The docs also say to use ud_GNU_GETTEXT. the GNOME stuff
uses AM_GNU_GETTEXT.
The gettext docs tell the "maintainer" to modify

configure.in
aclocal.m4 *
acconfig.h
Makefile.in *
src/Makefile.in *

* = means these files are normally auto-generated in the GNOME way.
