We don't have guidelines for this.  For info pages I think one
(inofficial?) info version expects the manuals in a LL/ subdir of the
info directory.  I.e., if

	/usr/info/it/foo.info
	/usr/info/foo.info

Is available and LANGUAGE=it is set in the environment the first file
will be used.
