I agree with raster.

The KDE protocol and WIN_ICONS protocol are very simple. The
application loads the pixmaps and sets a property on it's windows
(if a window does not have this property, the WM should
use the icon of windows owner (for transient windows) or group leader
(this is TODO for icewm).

The icons should be specified by file type, application (them) depending
on what the icon reprezents.

Perhaps there should be a file naming convention for icons that 
could automatically be used when loading the icons. Or the file format
that contains more than one icon (like .ICO).
