Feel free to submit a patch to change it. :) It's not a trivial problem and
there are several different ways to solve it, all of them icky, so
the present separation was chosen.

The separation also is less confusing for the people who want to have a few
options up front on their personal menu, and also access to all the options
via the 'system' menu.
