OpenStep (which GNUstep is implementing/cloning) uses a global fixed-visible menu, which changes content depending on the window that has focus. You can also right-click the root window to pop up a floating (and
pinnable) main menu on OpenStep.

Maybe Gnome can (like GNUstep) integrate with gnome/GNUstep windowmanager-managed-menu hints. For example GNUstep on WindowMaker uses (or will use) WindowMaker's native menu drawing system.
