If you want to compile gtk 1.0.x stuff, you install gtk 1.0.x-devel.
If you want to compile gtk 1.1.x stuff, you install gtk 1.1.x-devel.

You should be able to have both 1.0.x and 1.1.x non-devel versions of
both packages.
