SESSION_MANAGER environment vriable not defined (was Gnome compliant window manager)

I tested with IceWM and it seem to be working fine, the pager applet does
well. But I have another questio.
Does gnome Implement session management (See X11/SM), because it seems
does expects a session manager to be running. And the call to
SmcOpenConnection()
fails and sets the error_string as
SESSION_MANAGER environment variable not defined
Does anybody know the status (Is anybody working on it). I would be glad
to work on this part.
