idl ???

Hello,
when trying to compile the CVS gnome, I get

idl --name gnome-panel ../././panel/gnome-panel.idl
make[1]: idl: Command not found
make[1]: *** [gnome-panel.cc] Error 127

idl isn't mentioned in any of the readme files, and I can't find idl*
using archie - where do I get idl?
