top-level make file?

Okay, I've got /usr/local/src/gnome/{CVSROOT,ORBit,atech,build,config,doc,gcalendar,gnome,gnome-admin,gnome-common,gnome-core,gnome-games,gnome-graphics,gnome-guile,gnome-libs,gnome-media,gnome-network,gnome-objc,gnome-utils,gtk+,gtk--,gtk_tutorial,imlib,mico}

It seems that some of the packages need to be compiled and installed
before other packages can be compiled. Isn't that a job for a
Makefile?

And, it would be nice if I could completely compile all the gnome code
without having to become root.

And moreover, it would be nice if I could completely compile all the
gnome code without having to overwrite my current gnome installation.
