Personally, I think it's advantageous to have the titlebar on the
floating menus, if they include a title on them.  Suppose you have
multiple floating toolbars from different apps on your desktop that all
have similar menus (b/c they conform to the gnome style guide). 
Wouldn't it be nice to see the title of the application they go to on
the menu, maybe w/ an additional menu title?

Of course, having several floating menus on ones desktop could probably
be pretty annoying too.
