Eventually, but it also needs to be part of the Gnome UI discussion.
A menu bar exists as a shortcut into the menu system.  A pie menu
doesn't need a menu bar, it only needs a menu button.  But if you're
going to have a menu button, then applications need to be aware that
they don't have two buttons with no pre-assigned meanings, but instead
a selection button, and a menu button.  And if the user pins the menu
into a menu bar, the application has to specify the function that gets
assigned to a menu button press.
