Themes in gnome aren't limited to just being gtk themes (well,
conceptually, although the implementation currently just does gtk
themes), so, if you compare your installation to the other themes, you
see that you're missing a gtk subdirectory.  The theme should be in
/usr/share/themes/GTKstep/gtk/*, so that it is clear it is a gtk
theme.
