Adding Themes to 0.99 ?

I grabbed the GTKstep theme from GTK themes at themes.org.  I simply
added the directory to /usr/share/themes and assumed that this would
be picked up by the control-center and presented as an Available Theme
in the Theme Selector.  Didn't happen.  What other steps are needed?
