Currently, this has been deprecated and should not work (i don't know if the 
0.99 RPMs have the newer version, though.)  In the future, if you aren't 
running
the session manager, starting the capplets like this:

background-properties-capplet --init-session-settings
mouse-properties-capplet --init-session-settings
etc.
should initialize them to the state they were in.

In theory, session management should do this for you, but I've never tested 
it... (:
