Naive Icon Question

Can anyone point me to some resources (this is just idle curiosity, BTW)
as to how icons -- as seen in the recent Gnome screenshots at
http://www.gnome.org -- are working. Are these part of Midnight
Commander? Or is this something that the window manager does on behalf
of Gnome? Could I get icons like this on my non-Gnome-compliant fvwm2
desktop?
