Did you check wether your ACLOCAL_FLAGS are set to include
/usr/local/share/aclocal? (do: export ACLOCAL_FLAGS="-I
/usr/local/share/aclocal" and try compiling again).

You might want to take a look at www.enlightenment.org/docs.html
(especially: one long night might be helpful) regarding installation of E.
