gettext, textdomain, bindtextdomain - where?

Okay... I am compiling gnome-libs (again), I have gettext-10.35 installed.
On libgnomeui, while creating the shared library, it dies with:

collect2: ld returned 1 exit status
/usr/ccs/bin/ld: Unsatisfied symbols:
   gettext (code)
   textdomain (code)
   bindtextdomain (code)

The version of gnome doesn't matter, as they all use these.

Now, I know on Linux, these are in the libc, however, I am doing this on
an HP-UX 10.20 machine.

SO!!!   Where does one find these for a non-Linux box?
