actually I remember a discussion some time back which I still think is valid
(for gnome 1.2 definately:)

when the gnome-file-dialog is created it tries to talk to gmc via corba
to request a panel which it will embed in itself instead of the normal
file list ... if gmc is not availabe just use the normal file list ...

then we get 100% consistency across file handeling ... and probably dnd
without any extra effort
