Configure should check perl version

If gnome builds are going to rely on perl5 features (e.g. "my" in 
gtk+/gtk/makeenums.pl), then configure should probably check to make sure
the installed version of perl is the one that's required.  Many systems 
out there have both perl4 and perl5 installed.
