argp.h is on my system :
/usr/local/include/libgnomesupport/argp.h, installed from 
gnome-libs-0.13/support/argp.h

A good combination is egcs-1.0.[1 or 2] with libstdc++ rebuilded for
it and binutils 2.8.1.0.15 at least (might be your problem).
