Very perplexing compile trouble

I have downloaded, built and installed libgif, libpng, zlib, libgr,
gdk_imlib
and yet when I do a configure of the gnome-libs, it does not think that
some of these packages are installed.  For instance, png is not found 
by configure despite having installed it.

I also have trouble in that I have to manually add in libjpeg, libgif,
libz, 
libgdk_imlib, etc. in the Makfiles of gnome-libs in order to get it to
compile.
I have also found that certain packages, like gdk_imlib, I have have had
to
recompile by adding these libs to the Makefile as well which resolved
the
libgdk_imlib.so unresolved references but I do not understand this
behaviour.

Can anyone help me understand why installed libraries are not being
recognized and used?
