GTK 2.0 will bring a move to UTF-8 everywhere.  So fully agree on the
.desktop files; might have to ask Owen about the text/uri-list, since
if they were previously in locale-encoding it could create problems to
change the expected format, but at worst we could try to decode them
as UTF-8 and fall back to locale encoding if they aren't valid UTF-8.

Anyhow, UTF-8 seems to be pretty standard in the free software world,
fortunately.
