Encoding issue, desktop files and DnD

Hi there,

Which encoding does GNOME use for desktop files ?
UTF 8 or the "locale encoding" ?

In KDE this is currently a bit mixed (UTF 8 for some languages and
locale encoding for others), but the goal is to move towards UTF8 everywhere.

If a rework of the desktop file standard is undergoing, I suggest to solve the
encoding issue as well, and IMHO they should all be in UTF8 encoding.


Same question about DnD : which encoding do gnome applications
expect in a text/uri-list drop ? KDE was originally (before 2.0) using the 
locale encoding, but I changed that to use UTF 8, as Qt 2 does, because 
this makes it much more interoperable and standard. It's also per the W3C
definition, apparently.

But it seems that neither of those is compatible between KDE and gnome 
at the moment (according to users, I haven't tested myself), so I assume
gnome doesn't expect UTF 8 yet. 
Is this planned ?
