Infrastructure | gitlab runner with KVM for openqa-tests repo (#727)

Hello, Since GNOME/gnome-build-meta#453, the OpenQA tests move to https://gitlab.gnome.org/sthursfield/openqa-tests. I want a CI pipeline for this repo that runs the tests. This requires a runner with KVM.

Options:

• make gnome-build-meta runner available to openqa-tests (the gnome-build-meta runner doesn't appear at https://gitlab.gnome.org/GNOME/openqa-tests/-/settings/ci_cd, maybe the runner itself would need a config change)
• make some other runner able to use KVM
