I had a look in journalctl to see what went wrong. Seems that systemd reboot.target failed to actually reboot - logs show a shutdown partially completed, the log messages end at Oct 31 23:02:11' without showing a completed shutdown or any sign of reboot. Next message is Nov 02 14:15:09 when the machine was rebooted just now.

Will disable the scheduled-reboot.service as seems systemd reboot.target is not usable.
