What's the organization sponsoring the mirror you'd like us to include?
I am a system administrator for XMission, and maintain https://mirrors.xmission.com which includes Gimp. We have been mirroring from a 3rd party, but recently received a ticket from a Gimp maintainer suggesting we get proper rsync credentials, so here we are.
Why are you interested in mirroring GNOME's code?
XMission is very involved with the Open Source community, sponsors conferences and speakers, and has had this public mirror up for years and years.
What's the town/city, country, and continent in which the mirror is located?

Are you currently mirroring any other major FOSS project already?

Currently we're mirroring 12 Linux repositories and 16 software projects, which includes Gimp.
