Infrastructure | Drop the /stable from https://developer.gnome.org/hig/stable/ ? (#629)

The URL to the new HIG is currently https://developer.gnome.org/hig/stable/ . The stable isn't really applicable to the HIG - we don't have stable or unstable releases, so the /stable/ ending is off-putting. Any chance it could be removed?
