Infrastructure | IRC: remove Commits and bugbot for certain projects (#491)

Sébastien Wilmet created an issue #491:

For the following projects (for which I'm maintainer), I would like that the Commits bot and bugbot on IRC are removed (if it's still enabled for that project):

• gedit
• gedit-plugins
• devhelp
• gnome-latex
• gspell
• tepl
• amtk

So, for the above projects, I don't want commits or bugzilla (or GitLab issues) notifications on IRC.
