Summary
Release Notes for GNOME 3.32 was made available for translations in Damned Lies[1], but it is currently impossible to submit the translation to the target repository. The @translations user (used by D-L is a member of Release Notes repository.
I think this needs the same tweak as all new documentation added to D-L.

Steps to reproduce
- Go to Release Notes translation for specific language e.g. pt_BR's page
- Go through D-L's workflow until the last action done is
Ready for submission
What is the current bug behavior?
The action Submit to repository won't be displayed in the action dropdown menu

Have the action Submit to repository be available, to submit
