Steps to reproduce:

1. Use a web browser which does not provide a HTTP_USER_AGENT header. You can
do this by installing "Custom User-Agent String" addon in Firefox and leaving
the user agent field empty.
2. browse to https://git.gnome.org/

Expected:
Can use website the same way as with any other user agent string

What happens:
I get a "403 Forbidden" response

Additional information:
This seems to be a configuration issue since git.kernel.org and
pkgs.fedoraproject.org/cgit/ work fine using cgit too.
